Many new cars nowadays have heated (and cooled) seats but I haven't heard of any that have heated steering wheels. Are there any? If not, why not?

None standard.
But for some cars it is optional. They will never make it standard because steering wheels are almost never cold and if you hands are cold, the heater/fan vents are right in front of your hands when you place your hands on the steering wheel.
Lexus, Mercedes has them as an option.

oooh, never heard of one but good idea! where would you plug it in though? putting it in the lighter thing will be a bit awkward when you turn the wheel and batteries would run out really fast! how about a battery pack that runs off solar panels on the roof? a little over the top just for a steering wheel cover but it'd work!
