Depends on the manufacturer actually. The best time is right before 2007 cars come out, because they need to clear out the lots and tend to offer great deals to make room for the new models.
Probably not exactly what you want to hear, but if you get them really new, you're paying more, plain and simple.
But even there it depends on what you're looking for. You can probably get a Miata a bit cheaper since it's completely and totally a summer car, but there's only small exceptions here.

If you live in the area of the country, where you can get a big snow storm (like I do) Trot over, or however you can get there, to your auto dealer, and they will greet you with open arms. When there is bad conditions, nobody goes out. You probably will be able to tell the salesman, how much YOU will pay, for a new car..and he will throw in a few extra's..When there is no business, the salesperson will be happy to make $100.00 for a sale..
